The £18m reconstruction of the former Ruskin College building in Walton Street is expected to be finished in October.
Exeter College bought the site in 2010 and hoped to move its first students into the new Cohen Quadrangle in the Autumn.
All the old buildings have been demolish apart from the 1913 facade.
The new building will house teaching and lecture spaces, a café, library collections and 90 student rooms.
The pavements by the site will be resurfaced in the coming months and trees planted in Worcester Place.
