A 19-year-old man has been arrested on suspicion of causing arson with intent to endanger life.
Firefighters and police were called to a flat in West End, Witney, after a fire broke out in the hallway at about 5.40am on Sunday.
It is believed the occupants of the flat raised the alarm. They were rescued unharmed by firefighters.
The arrested man, who comes from Witney, was released on bail until Monday, July 30.
Police appealed for anyone with information to call them on 101.
