A 40-year-old man was accused of planning to deal crack cocaine after police carried out eight raids across Oxford on Thursday.
Otis Nash, of Spruce Gardens, Blackbird Leys, appeared before Oxford magistrates charged with possession of class A drugs with intent to supply.
A 31-year-old woman arrested at the same address on suspicion of possession of cocaine has been bailed.
At a raid in Pegasus Road, Blackbird Leys, a 53-year-old man was arrested on suspicion of drugs offences.
He will face no further action, but a 36-year-old woman arrested on suspicion of possession of heroin was bailed until December 15.
A 49-year-old man arrested in Blay Close on suspicion of possession of cocaine with intent to supply has been bailed until December 12.
