PARKING outside Wadham College is charged at £2 per hour for the first half hour, £3 per hour for the second half hour and £1.50 for the next full hour.
Is there a rational economic explanation for this beyond creating a structure sufficiently complex to encourage incorrect payments at machines which yield no change, which in turn can lead to £50 penalty charges?
