WHAT’S the difference between a housing association and the district council that sets up the housing association?
It appears to me that, in the case of West Oxfordshire District Council, the council set the policies that the housing association should follow, with no electoral consequences of higher rents should the district council decide this should happen.
In other words, councillors supply the bullets and get the association to fire them. They are puppets on a string.
