A 22-year-old man was arrested for stealing newspapers from outside a newsagent in High Street, Oxford.
The man was arrested shortly after the incident in the early hours of October 23 by police officers and was subsequently made to pay damages of £36 to the owner of the newsagent.
PC Ashley Gardner said: “This type of behaviour is not only irresponsible, it’s also totally unacceptable and will not be tolerated by Thames Valley Police.
“In this case the man was given a simple caution and paid damages to the victim, but could well have ended up with a criminal record.
“I would urge people to think before they carry out this sort of stupid activity.”
