A father fears his daughter could be murdered after police were slow to act yesterday (Thursday) when she was attacked for a second time by the same person.

Joanne Bunce, 15, was punched and beaten by two women after they spotted her standing in the driveway of her home in Rose Hill, Oxford.

An investigation has been launched into why police took two hours to attend the scene of the crime. A similar investigation was launched after police took 35 minutes to respond to a 999 call when Joanne suffered a racial attack by one of the same women in July.

In yesterday's incident, the teenager was letting the family dog out when she saw the pair walking past.

She said: "They said 'Hello again, long time no see'. I went to run in my back garden, but they stopped me and that's when one of them started to punch me."

The two attackers ran away when Joanne managed to get her mobile out to phone a friend. Her father, Roy, is seriously concerned for his daughter's safety.

He said: "One of these days they are going to kill her."

No one has ever been arrested in connection with the original attack, when Joanne, who has dark skin from her South American grandfather, was kicked and punched and called a "Paki" and told to go back to her "own country".

Since then, the 15-year-old has called the police on a number of occasions when she has seen her attackers around Rose Hill.

Mr Bunce described the police response as pathetic.

He said: "We have phoned the officer involved on several occasions to say point blank where they were, but they always say the officer involved is not available and that we should call 999. But by then they're gone.

"It is all local. The police don't have to walk five feet to do some inquiries, but they just haven't bothered." Police spokesman Tim Wiseman said officers had liaised closely with the family after the first attack about who to call if they spotted the attackers.

He said: "It was essential that, should the possible offenders be seen, police were contacted immediately via 999 to allow the control room to arrange for a swift attendance.

"Calling the officer's desk phone, which may not be manned, will not guarantee a police response."

Although Mr Bunce called 999 after yesterday's attack, police officers took two hours to arrive -- an hour longer than they should.

Mr Wiseman said: "The attendance to the incident this morning was graded as urgent with a target time of one hour. These targets are sometimes difficult to achieve due to constraints upon our available resources."

Police have appealed for any information about the two attackers.

The first offender is described as white, early 20s, about 5ft 7in, of large build, with shoulder-length bleached blond hair. She had several rings on each hand. The second was also white, in her early 20s, about 5ft 5ins tall and of skinny build.
