Faulty pumps under the bridge near Oxford railway station are being blamed for the road flooding.
The pumps are designed to get rid of excess rainwater from the road under the Botley Road bridge.
Railtrack officials responsible for maintaining the pumps are investigating.
Rush-hour traffic was reduced to a crawl yesterday as the water rose.
