Eastbourne have called for the British Speedway Promoters Association to throw the book at King's Lynn after the farcical 75-0 result at Arlington on Saturday.
The Knights refused to race after permission to use guest Danny Bird in place of the injured Lee Redmond was withdrawn by the BSPA after re-checking the rider's average.
An expectant crowd of around 1,500 were left clicking their heels as the Eastbourne team went through the motions with two riders completing each heat.
Fans were given complimentary tickets or refunds and the Eastbourne management estimate a loss of £8,000.
BSPA chairman Chris Van Straaten was appalled at the decision not to run the meeting. He said: "If you feel you are hard done by, you ride under protest. If you are right, the match will be re-run."
Eastbourne co-promoter Bob Dugard called for the BSPA to come down heavily on King's Lynn, while King's Lynn promoter Nigel Wagstaff felt the whole incident made the sport look stupid.
