Affordable homes are desperately needed in Thame, according to the town council.
Council officials now plan to hold talks with South Oxfordshire District Council officers to see what can be done to remedy the situation.
The town council is also looking for exception sites - land that would not normally get planning permission for housing. They can be bought at agricultural prices and have low cost homes built on them.
The council is also is supporting the district council policy that at least a quarter of homes of new estates should be affordable housing.
Town councillor Peter Cockayne said: "We have to try to help our young people stay in the town."
