An Oxfordshire woman is turning to the Human Rights Act and the Sex Discrimination Act in a bid to persuade Cherwell District Council to provide single-sex changing facilities at Banbury's Spiceball swimming pool.
Linda Ebbage says the present mixed-sex 'changing village' arrangements at Spiceball do not allow enough privacy for female swimmers.
She claims the women's changing area is a public thoroughfare that encourages 'peeping toms'.
Mrs Ebbage has taken an extra job to pay solicitors to investigate if the two acts can be used to force CDC to make changes.
But Grahame Handley, the council's chief executive, said the village changing concept was widely used in the UK and abroad.
He said: "The council does not accept that it is a breach of either act. The village style of changing room is favourable to families and protects the rights of everyone using Spiceball. By providing an area where all family members can change together the council is specifically protecting family life."
