Carterton resident Brian Mourton is furious with West Oxfordshire District Council after being allocated a flat in a block for elderly people when he is only 55.
Mr Mourton said the flat was too small and he was unable to have his 14-year-old son Stephen to stay with him at weekends.
The council's cabinet member for housing, Louise Chapman, said she could not discuss individual cases but said it was "not a straightforward matter".
She added that she would be happy to discuss the issue with Mr Mourton.
Mr Mourton was living in a mobile home in one of the town's caravan parks on a short-term tenancy.
He said: "The council first offered me a two-bedroom bungalow in Carterton, then told me someone else needed it more.
"Then the same thing happened with a two-bedroom flat.
"I was then allocated a one-bedroom flat at Blenheim Court, which is for people aged over 60. I have my son at weekends but I cannot have him to stay in this flat as I can only just get a single bed in my room. I'm on income support and cannot afford private accommodation.
"The other tenants are asking why I'm living in a flat which is meant to be for elderly people.
"I'm very unhappy and disgusted with the way I have been treated."
