Another report has been commissioned to help decide the future of Witney's contentious Marriotts Close site.
West Oxfordshire District Council wants an up-to-date assessment of traffic levels in the town centre.
The decision follows a recent study into the effect on existing shops of a proposed superstore on the former football ground.
That report, from London-based planning consultants Nathaniel Lichfield and Partners, concluded that the town needed a new large store and that Marriotts Close was the best place for it.
That view, however, carried no weight in a town poll earlier this month, when 3,318 people voted against a superstore and only 286 voted in favour.
The traffic study will examine the effect on the town's roads of a superstore or other uses for the site, such as a cinema.
Marriotts Close is owned by the district council and has stood empty for more than 10 years. Supermarket chain Asda has already submitted a planning application for a store with 360 parking spaces. Plans for housing and a cinema have also been drawn up.
At a meeting of the council's environment scrutiny committee, chief executive Geoff Bonner said the Traffic Impact Assessment report could be ready by the end of May.
It will go to the council's Marriotts Close working party, which has been asked to look into all options for the site.
