A purge on fly tipping is being promised by West Oxfordshire District Council.
The council's environmental services department is speeding up the training of officers to enable complaints to be processed more quickly.
The latest case in the district involved a large amount of electrical insulators and conductors which were dumped on a grass verge on the Witney to New Yatt road.
George Kellow, spokesman for environmental services, said: "It's an additional and unnecessary burden on council tax-payers."
