SIR -- I agree with Stephen Purves's suggestion of levying a road fund licence on cyclists, Time to make cyclists pay (Oxford Mail, October 30).
A cycling test goes hand-in-hand with a road fund licence. Then, perhaps, road sense would be instilled in cyclists.
The illegality of manoeuvres such as cycling on pavements, against a one-way street and jumping red lights, would cease, and safety issues of helmets and lights would be addressed.
Insurance is another responsible requirement -- mainly to protect the motorist and pedestrian.
A portion of council tax goes towards the upkeep of our roads. Students, thousands of whom have bicycles and are the main culprits of cycling misdemeanours, do not pay council tax.
There is a wealth of revenue to be raised which could easily cover the cost of what is purported to be an administrative headache. It is time that cyclists contributed to the costs of their demands, and proved themselves to be safe and sensible.
