a. Cost of to League for Rep. Teams playing in SICFL has increased from £1000 to £1500 due to changes in how costs are apportioned by SICFL.

b. Requests for tours from; Abingdon Youth U10, May 29-31, Abingdon Youth U11, April 5-9, Childrey Juniors U12, May 1-3.

5. Fixtures

a. Falling a bit behind with games due to weather problems but not too bad yet.

b. Cup S/F and finals will be held at: Marston Saints (Mini-Soccer only), Didcot Town and Abingdon Town.

c. Reminder that if home club’s pitch is unavailable then they must first check to see if game can be switched and not just call it off.

d. Match reports are down in number submitted.

e. Letter of complaint from Oxford City concerning their U10 match vs Kidlington Youth (Rangers). In brief their complaint was that at half-time, on a very cold, wet and windy day Kidlington retired to the changing room for some 10 minutes while Oxford players remained on the pitch. They felt that Kidlington were in breach of Rule 10.H which states half-time interval will be 5 minutes and also should have made it clear that a changing room was available for visiting teams.

Write to Kidlington for their comments. All Clubs must take into account the players safety/comfort especially for the younger age groups.

a. Referee report on delayed start of U15 game at Florence Park. Write to Florence Park.

9. Rep. Teams

a. Indoor Tournament for all age groups at Swindon on Dec 29/30th. Cost £250.00 in total.

b. No further Rep. Team games at Abingdon Town c. Not enough support for tour to Paris - so cancelled.

d. Due to withdrawals the U11 and U12 will play in a combined league of the SICFL .

e. Problem with U12 player being selected for Rep. Team. This player has been selected for the Rep. Team but was transferred from Abingdon Town to Crowmarsh whose manager is also the Rep. Team manager. This is not allowed under Rule 26 and the Rep. Team manager has been informed. He has replied that in his view the rule does not apply in this case and disputes that Paul or Chris ever explained this rule to him.

During a full and frank discussion the Committee took into account the following in making their decision:

1. The player has been selected for League Representative Teams in past seasons.

2. Chris Madden stated that the Rep. Team manager had been supplied with a copy of OMBL Representative Teams handbook in which the rule on transfers and selection can be found.

3. As a Club manager he would have been given an OMBL handbook which contains all the rules of the League.

4. The spirit and intent of the rule, put in place by the member clubs, to prevent the perceived “poaching” of players to club teams managed by a Representative Team manager.

It is the considered view of the Management Committee that the player in question should not be selected for the U12 Rep. Team as it contravenes League Rule 26. As laid down in the rule this ban to last for a period of two complete seasons. However, if the player moves to another club or the U12 Representative Team manager changes then this ban will be reviewed.

General Secretary to write to U12 Rep. Team manager informing him of the decision and also inform the player’s parents of the decision.
