Oxford cyclists see the light: 84 unlit riders fined

A CYCLIST was caught riding through Oxford city centre without lights every two minutes during an evening police spot check.

Police carried out an operation in High Street between 6.30pm and 9pm on Tuesday.

Eighty-four cyclists were handed £30 penalty fines for not having bike lights, which was the equivalent of one every two minutes.

But all the fines will be scrubbed if a valid receipt for new bike lights is shown at St Aldate’s or Cowley police stations within seven days.

The crackdown was timed to coincide with the clocks going back one hour last weekend, which marked the start of British winter time.

Police stopped 83 people without bike lights on the first day of last year’s campaign and 55 in 2007.

Zulfi Khan, 18, of Cowley, and his three friends were the first to be stopped and fined.

He said: “It’s fair enough. I just forgot to bring my lights out with me.”

Meanwhile, Andy Riley, 22, of Risinghurst, said: “I’m not a fan of all these fines, I got a parking ticket earlier, so it’s been a bad week.

“I feel safe cycling around without lights and know what is around me. But to be honest I should have lights on my bike.”

Police are warning cyclists they will continue to carry out random checks across the city throughout October and November.

Pc Mark Pilling said: “Clearly, a large number of cyclists in Oxford are not using lights.

“This campaign is aimed at educating cyclists about how important it is that they are fully visible to all other road users.

“Just because a cyclist can see where they are going on a well-lit street, does not necessarily mean that they are fully visible to motorists approaching with their headlights on.”

Hertford College student Sam Wilkins, 19, was also fined.

He said: “I feel safe without lights. They said students had been warned but I had not heard anything about fines like this.”

Amelia Sampson, 20, said: “It is a bit annoying. They are standing in the High Street like this. It feels a bit sneaky.

“My lights were stolen this morning and I haven’t had time to buy new ones.”

Matt Berry, 20, a student at Oxford Brookes University, said: “I didn’t realise it was against the law. Most of the streets I cycle down are lit with street lamps anyway.”

Andreas Walker, 28, a student at Merton College, thanked police for handing him a fine and ordering him to buy new lights.

He said: “I have needed lights for six months, but haven’t been bothered. At least now I have to go buy some new ones.

“I’m happy I’ve been forced to buy some because cycling in Oxford we definitely need decent lights.”

Three cyclists have died and 126 seriously injured in Oxford in the past five years.

A total of 747 cyclists have suffered minor injuries since 2004 in the city centre alone.

Pc Pilling said: “Cyclists should have a light on both the front and back of their bike and they should wear either some fluorescent or high visibility clothing. They should remove the lights when they lock up their bikes to prevent them from being stolen.”

Comment "I feel safe cycling around without lights and know what is around me", shows sheer disregard for other road users numb nuts. Pedestrians & cars need to see you in advance; they should bring in another fine for not having a warning bell too.
To make the message get home no let off ie you are fined & have to present your bike for inspection with receipts for missing items.

And these students have multiple Grade As in their A levels?

Some got a Grade F for Fail in Cycling for Beginners.

Whatever happened to cycling proficiency tests at school?

These students need some help and advice, as well as fines and lights.

They should do these checks every night for a month then hopefully they will all have lights on in future with very few slipping through the net, it would make it a lot safer for cyclists, pedestrians and drivers. I work for the University and a couple of years ago they had a scheme which gave out free led lights for staff and students the only downside was they did it near Christmas when most students have gone home and it had already been dark for 2 months, really should have done it before the clocks changed, Im sure there would have been a better response.

...and to think Oxford is supposedly the home of some of the most intelligent people in the world. The stupidity of these comments beggars belief and reinforces my suspicion that most young people live in a bubble where they don't think outside reality has an effect on them.

Well I've got news for you - if you cycle with no lights it is very difficult for motorists to see you - and I write as a cyclist and motorist. You need a good set of lights (not some tiny thing that looks like a standby light on a tv set) and preferably a Sam Browne belt as well.

Also, I have to laugh when I see cyclists who wear helmets but haven't bothered to get lights. A plastic hat will be as useful as a chocolate teapot if you get broadsided by a bus driver who hasn't seen you in the dark, but a set of good lights might just save your life.

Points to make.

A) Certificates are not handed out for common sense and life experience therefore education level matters not.

B) I believe most universities provide information to their students about health and safety when cycling. Should be in the student handbook or various alternatives. (at least it was for me when I was at uni)

C) There are signs scattered around town in no cycling areas, but referring back to point A, there probably should be more and there needs to be signs up reminding people to 'be safe, be seen' etcetera.

D) There is no point D, I just wanted to bulk it up a bit.

Anita, I don't see your comment being much more clever than what has been posted so far...I am quite amused by the excuses given by these students for not having lights, i.e. they have been nicked or I feel safe without. It is quite hard not to live with mummy and daddy anymore so let them plough their way though reality and I hope that they will keep on making these sorts of comments to the papers . Genius.

I'd happily let one of these cyclists sit in my car whilst I sit on their bike, and let them try and spot people.

They just don't understand how hard it can be to see people (dressed in dark clothing, especially) who don't have lights.

Only when they pass their driving test and actually get road experience will they realise!

Dear God. Hasn't this guy stopped to think why cars have their lights on at night, regardless of whether there are street lamps or not...? It's about being as visible as possible to other road users.

I regularly drive and cycle around in Oxford - with lights - and see a huge amount of cyclists without lights everywhere. They are utterly stupid! Streetlights or not, on a rainy night a driver's visibility is much reduced by rain droplets on glass - car side windows don't have wipers, so if drivers can't see a bike light shining when they are negotiating a junction the same time you are....good chance you're a goner.

There is no such thing as 'road tax' - it was abolished in the 1930s.

What people call road tax is vehicle excise duty (VED), a tax on motor vehicles, it does not go towards road maintenance any more than VAT on whisky goes towards distilleries, so those who pay it have no greater right to be on the road than those who don't.

Sadly what you fail to realise is that many of these caught DO have a driving license!

It kind of makes you wonder how they drive their cars on the roads if they're prepared to cycle this way.
