Supermarket chain Lidl's plan for a store in the town faces rejection by councillors.
An application to build a 1,000sq m store next to McDonald's, in Ducklington Lane, comes before West Oxfordshire District Council's lowlands planning sub-committee on Monday.
Letters of support and protest have been sent to the council but planning officer Phil Shaw is recommending refusal because of concerns about the impact on roads and poor building designs.
Another discount store operator, Aldi, is expected to put in plans for a supermarket in Carterton.
