Campaigners opposed to charges for residents' parking have called for a referendum on the issue.
Nicholas Fell, from Residents Against the Parking Tax, has presented Oxford City Council with a petition signed by 402 people and asked councillors to back a city-wide referendum.
Parking charges and controlled parking zones are being introduced by Oxfordshire County Council.
