A NEW Conservative councillor has joined Carterton Town Council following a by-election on Thursday. John Hayes, who has lived in the town his whole life, ran on a campaign of supporting free car parking, improving public amenities and services and implementing the council's "masterplan" on developing the town. He beat Labour candidate Dave Wesson by 130 votes to 63. The election was triggered when Conservative candidate Phil Lewis stepped down from the council.
