OXFORD City councillors paid tribute to Jeremy Thomas at a Full Council Meeting on Thursday and held a one-minute silence in his memory.
Mr Thomas, Head of Law and Governance, was taken ill during a Bike Oxford cycling event on Sunday and tragically died later that day.
Lord Mayor Mohammed Altaf-Khan led the tributes at the start of the meeting to the “fine mane” who took great pride in his work.
New appointments were also confirmed with Lindsey Cane taking the role of Acting Head of Law & Governance and Peter Sloman becoming chief executive as the council’s returning officer and electoral registration officer.
