Quarry and Risinghurst city councillor Laurence Baxter, pictured, has said he will stand down this summer.
The Labour councillor, who has represented the ward since 2008, will be taking up a post teaching history in the Czech Republic.
Oxford City Council has not yet formally announced the vacancy so it is not yet clear when a by-election will take place.
