Developers hoping to revamp West Way shopping centre in Botley are due to submit extra planning documents next month.
A planning application was submitted to Vale of White Horse District Council in December by developers Doric Properties.
But in February the council ruled Doric must also submit an Environmental Impact Assessment (EIA). Doric says it will be completed in May.
Doric wants to knock down West Way shopping centre, Elms Parade shops, Field House sheltered housing and the empty Elms Court office block to make way for a supermarket, cinema, health centre, gym, shops, 33 flats and 525 student rooms.
