WHEN will the powers that be learn to use their brains? Some years ago, I had an allotment in Binsey Lane, next to the golf range and backing on to Wytham Stream.

Once a year, The Thames Conservancy dredged it. The ground use to slope down to the water’s edge, so I could dip a bucket or a watering can into it.

Over the years, the dredged mud mounted up, until it was about five feet high.

So I had to put a rope on to the bucket to get water. I later dug some steps into the bank.

Then, alas, the Department of Environment took over and stopped the practice. The result was the built-up area flooded. Now you phone a number and get the state of the flood alert. Sandbags would be of more use.

When will the Government learn that bigger is not better, if you don’t believe me, just look at the state of the mines, the steel industry and the railways.
