USING a basement of the proposed Westgate car park as a manmade ‘emergency’ flood plain is an ingenious plan and has merit.
Since 2007, flooding has been an all too worrying factor for this city.
We need to be aware that building on land without due consideration of flooding is not an option, no matter how desperate we are to use sites within our restricted boundaries.
Schemes like this merit proper consideration because of the wider benefits.
