A driver using a laptop was among those stopped by roads police on Botley Road, Oxford, yesterday morning.
The motorist was among 25 drivers to get £60 tickets for motoring offences. Some 18 were not wearing seatbelts and five were using phones.
One driver was given a £200 fine and six points for driving without insurance.
