Oxford United chairman Kelvin Thomas and club secretary Mick Brown have arrived in Birmingham ahead of the club's appearance before a Conference panel for fielding an illegible player.
It is said that United failed to supply the Football Conference authorities with the correct paperwork to register Eddie Hutchinson at the start of this season.
United are challenging the allegation.
If they lose their appeal, the U's face the prospect of being deducted 11 points.
The 11-point penalty is the number of points they picked up while the midfielder was playing.
Oxford United are appearing at a Football Conference hearing where Bognor Regis Town and Crawley Town also face charges.
