Oxford United's youth-team scout, Jimmy Morgan, is leaving the club to join Chelsea.
But the U's believe his loss will be overcome because they are in the process of revamping their scouting network throughout Oxfordshire.
United's youth development and football in the community co-ordinator, Owen McGovern, said: "Chelsea made him an offer, which was obviously attractive, and it will be a loss to lose him."
Simon Lenagan, United's general manager - youth and community development, commented: "We are obviously sorry to lose someone of Jimmy's experience and standing within the game.
"He has been a significant and much-valued member of our team in youth development and was well liked by all the players and staff.
"However, when Chelsea made an offer to him, we appreciated that it would be very difficult for him to turn down.
"We are currently in the process of redeveloping the scouting network throughout the county to ensure that our presence is felt in a number of areas.
"Too many times in recent years local people have noticed official representatives from other clubs at school or club games in their area, but not Oxford United. We're determined that from now on that won't be the case.
"We are fully aware that our future is dependant on our ability to spot talented youngsters as soon as possible.
"By building links with local clubs, schoolteachers and well-meaning parents, we're already beginning to harness the tremendous level of support there continues to be for the club."
OXFORD United's pre-season friendly against Premiership new boys Birmingham City has been brought forward a day to Monday, August 6 (7.45).
Meanwhile, the U's have now passed the 1,000-mark in season tickets sold for the 2007-8 campaign.
FORMER Oxford United coach David Moss has been appointed first-team coach at Luke Foster's old club, Stalybridge Celtic.
Moss comes in as No 2 to Steve Burr after the pair recently left Northwich Victoria.
