HOW can the proposed increase in parking charges be necessary or justified when hospitals and councils are receiving record surpluses in parking charges, and parking fines?

The Oxford Mail (December 28) reports the John Radcliffe Hospital receiving £3m from parking charges. 

In the past year the Oxford Mail has reported that the councils have received substantial extra income from the fines generated from the city centre bus gate and parking charges and fines generally. 

With the millions appointed to the Oxford-Cambridge corridor by the Chancellor Mr Hammond; the activity associated with the Westgate Centre, the social and economic life of Oxfordshire is set to increase. One has to ask if increasing parking charges is justified, necessary and proportionate.
