OXFORD: Council chiefs could have an opportunity to help shape the development of a new benefit system, according to Minister for Welfare Reform Lord Freud.
Oxford City Council has been confirmed as one of 15 local authorities which could pilot the government’s “universal credit”, which will replace a number of different benefits.
