A man who repeatedly failed the theory section of the driving test bought a fake Italian licence and tried to swap it for a real British one.
Arshad Ahmed, who has dyslexia and a low IQ, was denied extra time to take it the test, Oxford Crown Court heard on Friday.
The 35-year-old, of Hurst Street, East Oxford, then bought a counterfeit Italian licence and tried to exchange it for a British one.
He admitted possessing an Italian driving licence with improper intention, and fraud by trying to exchange it for a UK licence.
Peter Du Feu, defending, said his client’s IQ was in the bottom one per cent of the population and his request for extra time to complete the test was rebuffed.
Judge Patrick Eccles said people with learning difficulties “are allowed extra time to get a degree from Oxford University, but are not allowed some extra time to do a theory test to drive a car”. But he said this perhaps answered the question as to their suitability to drive.
He sentenced Ahmed to carry out 200 hours’ unpaid community service and ordered him to pay £200 costs.
