National Insurance cards were given to 7,630 adult foreign nationals across Oxfordshire in 2010/11, new figures show.
That was up from 5,910 the previous year, and 4,680 of the new arrivals were to Oxford.
Over the past five years, more than 40,000 national insurance cards have been issued to overseas nationals across the county.
