The westbound road was partially blocked between Warmans Close and Silver Lane after heavy rainfall.
Oxfordshire County Council highways officers were called out to help police remove fallen trees and branches from 21 roads around the county, including the A361 at Chipping Norton, the A417 west of Faringdon, the A415 in Culham, and the A417 in Upton.
Police were called to 39 incidents across the region between 10pm on Monday and 5.45am yesterday.

Forecasters last night said there could be sleet across Oxfordshire this morning.
And Oxfordshire Fire and Rescue urged drivers to take extra care.
Road safety team leader Mandy Rigault said: βIt can take 10 times longer to stop in icy conditions than on a dry road.β
