Sir – Jim and Margie Campbell deserve our congratulations for developing the idea that those who can afford to do so pass on their winter fuel allowance to those who are not so fortunate (Letters, November 24).
But there are a range of universal benefits for senior citizens — free bus/tube passes — free prescriptions — free entry to swimming pools etc and we have a reasonably progressive taxation system.
Why not combine the two, therefore, so that those whose income is sufficient, pay tax on the value of those benefits, thus increasing the value of the average benefit to all, including those whose income is less?
If Government so wished, such a system could be in place quickly.
