Seven people were arrested over alleged rogue trading in Abingdon and Banbury.
Five men from the North of England aged between 19 and 30 were arrested in Abingdon on Thursday, police said last night.
Officers responded to a complaint from a 79-year-old who said traders were going to resurface his drive against his will.
Two Banbury men aged 61 and 31 were arrested in the town the same day over a report of attempts to resurface the drive of an elderly lady.
