Four people were found with drugs during an operation involving 15 police officers and staff.
Officers, PCSOs and a police drugs dog swooped on bars and clubs in the Cowley Road and East Oxford area on Friday.
Three men, aged 31, 40 and 47, were discovered with substances believed to be cocaine. Another 31-year-old man was found with what is believed to be cannabis.
Police made arrangements with the men to attend a police station at a later date to be arrested. A police spokesman said if they had been arrested on the night it would have taken officers off the operation.
