IT IS nice to know that the Prime Minister, David Cameron, sees local newspapers as being important (Oxford Mail, May 11) and acting to scrutinise government by being a voice for readers.

On this second point, I am glad that he finds it hugely important in helping to build a bigger and stronger society for involvement in Big Society projects.

However, through implementing new financial regulations, it has been directed that small organisations and one part-time-employee parish councils compulsorily register with HMRC for administering PAYE, as employers.

Before April 1, 2011, it was acceptable for active individuals to declare under self-employed status for any payment received in carrying out duties.

In comparison, the majority of cases lead to the same amount of tax being collected by the Government, but PAYE requires far more complex, time-consuming paperwork.

This not only leads to far more bureaucracy but does not fit into the type of community work done.

In fact, there is advice to appoint an accountant, which will add to costs and possibly see local councils having to increase council tax bills.

It is hoped the Prime Minister will look into this issue, because he could be creating the Big State, rather than the Big Society.
