THE pitiful repayments two conmen will make to their victims shows that the Proceeds of Crime Act is not the panacea it was portrayed as when launched.
Scott Jackson and Mark Shepherd are believed to have profited by £800,000 for their scams, yet investigators are only able to locate £75,000 – plus a £5k watch.
Police would have done everything they can to locate the pair’s assets but we are dubious they were able to find it all. Most people with a £5,000 watch on their wrist usually have assets worth more than £25,000.
