A council slapped an extra 554 fines on motorists in the month new parking rates were introduced across Cherwell.
Hundreds of motorists were caught out when the council started charging blue badge holders and introduced evening fees.
Last month Cherwell District Council handed out 1,256 fines compared to 702 in April 2010.
The council sparked fury from businesses and residents after it increased hourly parking by 10p, and introduced the other charges on April 4.
A total of 684 fines were issued in Banbury in the daytime and 155 in the evening, and in Bicester 369 in the daytime, and 48 in the evening.
