Sir – Royal Mail could save a great deal of money by restricting deliveries to only 83 per cent of the inhabitants of these islands.

One can only imagine the uproar that such a proposal would provoke. People could not accept that a public body should provide a service to some of its members and deny it to others. This is exactly what the council now proposes.

Those unable to travel — the handicapped and the old — and the mothers of children unable to afford it, are to be denied a library service. In fact the situation would be worse.

Those denied the service but paying council tax will be subsidising those who do receive it. This is clearly unjustifiable.
