The introduction of first the Orange and then the Blue parking badges for the disabled was a boon.
It enabled the disabled and carers to park nearer to shops and entertainment and social events. Supermarkets and businesses had places marked out for disabled cars with no charge.
In fact, I have never seen a charge made until I went to the Summertown car park, where two spaces are painted, but there are no concessions for the disabled. They have to pay even though they have displayed their badge.
It would seem that the disabled are tolerated but not welcome in the Summertown car park, and in fact are threatened with an £80 fine if they do not buy a ticket.
What makes this car park so special that a charge is made for the infirm?
