Witney were unable to stop already-promoted Folkestone moving a step closer to clinching the title on Saturday as they went down 2-0 to the south coast club.
Witney had three excellent chances in the opening 20 minutes with Danny Morgan, Abercrombie and Gary Murphy all going close.
But it was Folkestone who took the lead when Palmer thumped home from a corner.
Folkestone bagged their second goal in controversial circumstances on the hour.
Paul Chambers's cross was flicked on by Billy Manuel, Jason Caffel's clearance came off the bar and seemingly out, but the referee awarded the goal.
Folkestone almost added a third when Jeff Ross hit the bar from 25 yards.
