County councillor John Power has been cleared of revealing confidential information about the sale of a former old people's home in Oxford.
Cllr Margaret Godden, leader of the Liberal Democrat group, wrote to the council's legal team to complain after an article appeared in the Oxford Mail in February about the sale of Oseney Court in Botley Road.
Cllr Godden claimed Cllr Power breached codes of conduct by revealing confidential information that Warden Housing Association had bid £2m for the home.
However, an investigation found no evidence that Cllr Power, who denied the allegation and refused to co-operate with the inquiry, had broken the rules.
Cllr Power said afterwards: "The sale of Oseney Court was clearly a matter of public interest.
"While I am not admitting any wrong-doing, I will continue to act in the best interests of the people who elected me.
"There is far too much secrecy in local government and far too much information contained in confidential documents."
