Drivers travelling through Charlbury have been slowed by delays caused by a set of temporary traffic lights.
During the past year contractors for Thames Water have been laying a new water main into the town centre.
The work has been delayed because of the wet weather as well as the outbreak of foot and mouth disease.
For more than a month, temporary traffic lights have been controlling the traffic on the crossroads of the main route through the town.
The chairman of the town council councillor, Nicholas Potter, said: "It's been a bit of a nightmare.
"I think the residents of Charlbury have been remarkable long suffering."
A spokesman for Thames Water, Louise Fox, said: "There is still some resurfacing to be done but we hope to have the lights removed by the end of the week."
