A plan to put a shop into South Oxfordshire District Council's HQ in Crowmarsh has attracted more opposition.
Critics fear it will take trader away from local traders.
The shop will be set up under the council's new catering contract and sell newspapers, stationery, films, batteries, proprietary medicines, sweets, fresh flowers and will have a dry-cleaning service.
The district council says the goods will be bought in from local shops and the dry-cleaning service will be with a Wallingford cleaners.
But the move is opposed by district council member Denis Strange who represents Crowmarsh and Wallingford.
He said it was inevitable local trade would be hit.
Cllr Strange is backed by Crowmarsh Parish Council chairman John Bellamy.
He said: "We want to keep our local shops and this move threatens their very existence. Local businesses rely a lot on people coming out of the offices and theirtrade will certainly be hit."
The catering contract will serve the district council and neighbouring HR Wallingford and there will be in-house shops in both establishments.
