Two tries from full back Chris Nash helped Bicester beat Wallingford 30-11 on Saturday to lift the Berks, Bucks and Oxon Division 1 title.
Fly half Stuart Cassidy and skipper Martin Ewens also grabbed tries for Bicester, who make an immediate return to Southern Counties North after being relegated last season.
Winger Lee Lewis scored all the points for Wallingford, who are also promoted.
The Division 2 title went to Littlemore who saw off chief rivals Aldermaston 17-5.
Chinnor's outside chance of relegation from South West 2 was dispelled when they lost by only six points to Keynsham, while rivals Stroud went down at Weston-super-Mare.
