Council benefits staff are setting up market stalls to check people are not missing out on their benefit entitlements.
The benefits awareness campaign has been launched by West Oxfordshire District Council. Staff will visit the district's three markets in Witney, Carterton and Chipping Norton.
The council estimates as many as 2,000 people in the area are not claiming benefits to which they are entitled.
Head of benefits Jo Thirlwell said: "Many do not know the benefit exists and many do not claim because they feel it's charity.
"But it is not charity, it is something that they are entitled to."
