Council staff in Oxfordshire are set to join a national ballot for industrial action over pay.
Employers rejected a six per cent pay claim from Unison, the General, Municipal and Boilermakers' Union and the Transport and General Workers' Union.
The vote will be triggered if there is no deal by June 10.
