An oxfordshire council may install showers at its Abingdon headquarters to encourage more staff to cycle to work.
The Vale of White Horse District Council carried out a staff survey as part of its "green commuter" policy.
It found 19 people cycled to work and another 30 would consider doing so if shower facilities and lockers were provided.
Executive member with transport responsibilities Bob Johnston said: "We must try to encourage more people to leave their cars at home if possible."
The 310 staff are being consulted on proposals for siting two showers, lockers and extra cycle racks.
There are three possible locations for showers at Abbey House, with costs ranging from £2,500 to £4,500. The provision of lockers and cycle racks would be extra.
