Moves to introduce more information technology in local government is vital, according to a district council.
South Oxfordshire cabinet member Nick Hards said: "This is not just for the technically minded or those with computers.
"The introduction of 'e-government' is vital to give the people of south Oxfordshire a fast, efficient and better service than they are getting now.
"It will affect all services from planning to refuse collection and everything else."
E-government is being pushed by central Government which has ordered local councils to press on with it.
Council leader Jan Morgan said: "I look forward to the time when any member of the public can access all our services via computers in our public buildings."
The cabinet approved £200,000 for the work to continue.
